Dry chemical fire extinguishers are designed to cut off the oxygen supply to the fire by forming a layer of substance that is impermeable to air. 
A fire requires ignition, fuel and oxygen.  By removing the oxygen, dry chemical fire extinguishers effectively control and extinguish the flame. This is the same mechanism by which fire blankets work.
