I think the fear of communism turned american into something similar of a totalitarian state because, when communism was created america wanted nothing to do with it they were fearful of it and couldn't trust the public completely. So they decided to gain more control over the public in fear that a citizen was secretly a communist it created a lot of trust issues within the government.
